I appreciate Laurie Groskopf's letter regarding inefficiencies at the DNR. I am hopeful that the Joint Finance Committee will help the DNR, and the Northwoods, by eliminating bureaucracy within the DNR.
A great example of the problem is bobcats. The Northwoods has been calling for an increased bobcat quota for years and years. However, we still have low quotas. Tragically, it seems that the science section wrote a plan to increase quotas and scientifically evaluate those increased quotas. This plan was written over two years ago by the furbearer scientist. Two years we had a plan prepared that would have helped us get increased quotas, but heard nothing because of bureaucratic red tape and excessive management layers that tie the hands, and mute the mouth, of our only allies in the department. In fact, we only now hear about this idea because the trapping lobbies had to request the plan straight from the top; effectively jumping over the bureaucracy in a way the DNR employees can't. What other ideas are sitting on the top shelf waiting to work through layers and layers of approval to even bring to attention of the leaders of the DNR or the public?
If Joint Finance really wants to help us, then help make sure it doesn't take over two years for new ideas to see the light of day!
