Oneida County COVID-19 number tracking procedure clarified

Since the onset of the COVID-19 pandemic in March and the Wisconsin Department of Health Services began its daily report on social media, a number of questions have been raised. 

One of those questions has to do with the actual numbers of confirmed cases reported by entities such as the Oneida County Health Department.
